Working with Mac OS X Lion File Server
Since the release of Mac OS X Lion, Apple removed the AFP service from Server Admin. They have also removed the File Sharing option in Server Admin.
Apple introduced a new Server management app for Lion Server which is a bit more simplified. Though Apple still offer Server Admin app to manage other services, you can only manage File Sharing through the new Server management app or from the command line.
To enable File Sharing, open Server.app then choose SERVICES > File Sharing and turn it ON to start the service. Click the "plus" button to add a share. By default, AFP and SMB are automatically enabled. Click the "pen" button to edit the share and set Access permissions.
To propagate access permissions or edit permissions further, choose HARDWARE > YourServer > Storage. Choose the folder from the list and click the "gear" button to change its settings.
